Hi Rita.
I think an experiment such as this one requires photos of the actual notes that are currently in the safe at the NJSP Archives. Anything you bring out in copies of these notes can be attributed to other things. Maybe one day you can get down there, take a look-see, and snap a few photos to see what turns up.
I have a feeling I read somewhere that these notes had been examined under black lights in the past. Infra-red was suggested but I am not sure if that was ever carried out.

I agree that is what I would like to do, but I think they did a more elaborate job actualy printing a message that takes a viewer sort of like the green hornet message decoder. When the lens was tilted 7% dots appeared first then around 9% some letters appear and 10-11% different letters appear, and don't think that is possible with a copy, and reason to believe it is in the original. If it was due to the copy alone all letters would appear at the same time, so am assuming they used a process similar to a water mark, but not exactly because of visibility at different angles.

I forgot to mention I used Flourescent light box with deep red filter with solarize filter on a lens tilted at different degrees tilt. I would like to photograph the notes, but I usualy build a portable light control box around the project, as I had experience potographing jewelry and bright shiny stuff that taught me how to contrast hidden features of various items.
