I always wonder if there was something beneath the surface in his role in the case. I don't think there's anything that points to anything amiss. But his career in covert operations makes for interesting speculation, at least.

I've never been able to find a direct relationship outside of the indirect connection concerning Mickey Rosner. Thayer seems very sincere in his efforts. However, there is a report made by George Foster about Donovan which, as I remeber, had me wanting to follow it up. If you'd like I can find it and post its contents...

George Foster Report written 1-24-36 (in part): Detective T. E. F. Weber, shield no. 130 Bergen Co. Police Dept. informs undersigned that Owney Madden, Bill Dwyer And Col. Wm. J. (Wild Bill) Donovan were in an alcohol pool together and that Madden had an apartment in London Terrace, West 23rd St. N.Y.C. where the deals were made and when Detective Weber learned that Donovan was bound for Madden's Weber would go to the Empire State Bldg. and train the telescope on the tower on the terrace of Madden's apartment. Weber states that he observed Madden, Dwyer and Donovan in conference on many occasion and at times was able to read their lips. Donovan supported Ruth Pratt for Congress in 1930, was mixed up with an air mail contract with Black Diamond Line Oct. 4, 1933, ran for governor of the state of New York and received a contribution of $1292 on Nov. 19, 1932 from Robert H. Thayer towards his campaign expenses. Donovan married Ruth Rumsey of Buffalo, N. Y. July 15, 1914. They have two children, David and Patricia. Bill Dwyer Owney Madden William Donovan Here's my opinion about this..... I believe the information here is good. Whether or not Donovan was "in an alcohol pool" with these guys may not be true, however, I believe everything else. If they were then it was probably part of the "cover" or "confidence" needed for whatever information Donovan was getting. This sort of thing happened all the time back then. Politicians, Police, District Attorneys, Reporters, and PIs all utilized the Underworld for information & influence. The Lindbergh Kidnapping provides all the proof you need that all parties were willing to work together if it was the "lesser of two evils" and both were to benefit from the cooperation. Still happens to this day although the rules are much more strict, probably as a result of these early days where many took liberties with their situation then eventually forgot what side they were on. I've never seen anything to suggest Donovan was anything but a great man. Now there is a ton of information on him. I started with his FBI file then went to the Army War College Archives and spent the day there. Searching for information on the kidnapping within these files was like looking for a needle in a haystack.
